Use PNG for screenshots and mapshots, and make it configurable in the .ini as gfx.screenshot_format

Note that this is still overridden by gfx_screenshot in gfx_directx.
Also added gfx.gfx_<backend>.backend_screenshot to control whether
gfx_screenshot is used.
