[Ohrrpgce] No more apostrophes in exported constants

That is odd... a comment in sanitize_script_identifier() explicitly
mentions that apostrophes are allowed.

I think the exclusion of apostrophes must be a recent bug, but that
function hasn't been touched in over a year
