[Ohrrpgce] SVN: teeemcee/9483 Add forgotten config.h file from r9476

That was a real pain to work out! I couldn't understand why including
config.h in gfx.h broke compiles, so I gradually commented everything out
until there was nothing left, and it still didn't work!
