Rewrite the master palette colour picker's mouse support. It no longer moves the mouse.

Also, since it wasn't using button release instead of press, clicking a colour
would typical cause something to be clicked after leaving the picker.

Mouse hover still behaves a little differently here than in other menus, but
there's now a difference between hovering and selecting
