[Ohrrpgce] SVN: james/9278 Add SliceIsInvisibleOrClipped() which checks parent visibility and paren

This function is affected by the same bug which I recently noticed in
FindSliceCollision and FindSliceAtPoint: it doesn't take into account that
the clipping region of a slice is changed by its padding! A bit of a
nuisance to respect.
