Export .hsi file next to the .hss file instead of next to the .rpg

This allows re-importing an .hss that's been exported to a separate directory,
since that directory will contain another (stale) copy of the .hsi, and hspeak
will prefer that .hsi.

That directory will also contain plotscr.hsd and scancode.hsi, which is bad.
