[Ohrrpgce] SVN: teeemcee/9566 Add slice Cover Children setting: opposite of Fill Parent, set a slice's

Just to provide a little room to make changes, especially because I'm also
working on a number of related changes:
-Layout slices, which position their children end-to-end and wrapped-around
(this is what RefreshChildren was for)
-I'm going to also add an Update or UpdateSize "method" to slices, for the
purpose of text slices which re-evaluate embed codes every tick
-%width and %height (% of the size of the parent)
-Fill Parent has lots of bad quirks, and I'd like to see if it's possible
to make changes to it, either subtly breaking compatibility or even with a
backcompat bit

So I anticipate that the point at which the slice size is recalculated due
to CoverChildren will change,
