scons: require Custom is up-to-date before reimporting scripts. Also, minor tests cleanup

Unfortunately, scons unnecessarily rebuilds Custom if it's not up-to-date even
if it isn't actually invoked, and I don't understand why.

reloadtest no longer prints an .xml file to stdout.
