mapedit: Add shadows_when_skewing and shift_speed settings

Having to add each new setting in 5 places not including where it's actually
used is REALLY annoying! ModularMenu reduces boilerplate, but doesn't at all
reduce non-boilerplate code. The F8 debug menu is the only nice menu code
we have. I want closures in FB :(
