bound_arg now calls reporterr, so it can report errors from outside the script interpreter

You no longer get an engine bug message if you try to call bound_arg (or
indirectly, any of the valid_* functions) outside the interpreter; so removed
the fromscript arg to bound_arg which had been a workaround.

Also, fixed reporterr not respecting should_display_error_to_user()

Also a couple changes to error messages
