Ignore errors due to a missing .mn lump and due to reading off the end of .pal in pal16browse

Interestingly pal16browse had two +1's to display an extra palette at the end,
added in r2940 and r7754, both times because that had stopped working. There's
been a lot of rewriting over the years. I removed one.
