All gfx backends now report the mouse wheel in the same way.

(Except gfx_alleg, which I can't test)

Removed gfx_sdl's reporting of wheel up and down as mouse buttons; unneeded
and othe backends don't do that.

I standardised on the winapi's 120 per 'click'/dedent, which is apparently
also used on Mac and javascript.
