[Ohrrpgce] SVN: teeemcee/8344 If gifsicle is available, use it to compress .gifs after recording them

gifsicle.exe is about 100KB zipped.  It would be nice if it could be
auto-installed in the ~/.ohrrpgce folder, where both game.exe and
custom.exe can find it, even distributed copies of game.exe. I guess the
first time you record a gif it could ask to download it it ("Yes"/"No","No
(don't ask again)").

(I merely assume gifsicle is the best tool for the job; I only compared it
against Image Magick's gif compression options, which it beats handily.)
