Significantly refactor .gif recording, supporting fades, correct frame timing, and setvissurface

Frames are now recorded from within setvispage/setvissurface/fadetopal/fadeto instead of within setkeys.

setvissurface still gives the wrong results, which seems to be a problem in gif.h
