sound backend cleanup: Switch most other functions to acting on slots instead of sfx nums as well

This largely reverts the sound_* interface back to the way it was in 2006.
Instead the allmodex wrappers should normally be used instead.

This has the side effect of almost fixing music_allegro, because it was
never updated for the new sound_* interface. Just a couple small functions
missing.
