[Ohrrpgce] SVN: teeemcee/9825 update-html.sh now puts the version and date in plotdict.xmla and the .h

Oh, opps, I forgot that it was called from them.
I see that the scripts delete and re-checkout plotdictionary.html from svn;
couldn't they just do the same with plotdict.xml? I don't see why we would
want to stop regenerating plotdictionary.html automatically.
