pop_warning now uses a box limited to 280x160 instead of filling the whole screen, which looked bad

It was surprisingly hard to get this to work.
The way that the fullscreen scrollbar is drawn is going to be ugly when not at
320x200, and the code is ugly. Could be replaced with a scroll slice.
