Some cleanup by adding normal_controls_disabled() function. This fixes a couple obscure edgecases:

-F7 camera pan mode consistently disables controls
-Unlike normal controls, when you were riding a vehicle, use and menu keys
 still worked if the screen was fading or F7 was active
