[Ohrrpgce] SVN: james/9198 The method of detecting a svn working copy that I was using in ohr_debia

The entire read_version function is reimplemented in ohrbuild.py and
linux/ohr_debian.py.

Does svn really not always use a .svn folder? I assumed the original was
wrong because .svn might be at a different depth.
