I implemented this after a discussion about including more sound effects
with the engine - Foxley and Taoki both posted big sets of them recently.
If they're included I'd like to give them some credit, since Foxley said
attribution was sought but not demanded. And Fnrrf made most (all?) of the
existing ones, but noone knows it. It's also the case that the author of
music gets easily lost (I want to add a 'notes' field to each music/sfx
record anyway). So ogg comments would be a solution.

What didn't occur to me immediately is that all the tags are stripped from
mp3 files when we convert them to ogg! It shouldn't be hard to fix this: we
can just use "madplay -T" to get the tags from the mp3, and feed them to
oggenc.
