[Ohrrpgce] Working on moving the SVN repository

I am working on moving the svn repository.

I'll post the new repository url as soon as I have it tested and working,
so that the git-svn bridge can be updated to point to the new repository

I will then be adding a commit to the old repository with a
WARNING-THIS-REPOSITORY-IS-OBSOLETE.txt file that will have instructions on
where to find the new repository.

(unfortunately automatic redirect is not possible)
