C+1: merge fixes for some ohrkeys and window resizing glitches:

r7988: ohrkeys: Fix FPS not being reset at end of playback.
    
    Also check that OPEN in start_recording/replaying_input succeeded.
    Also add ReplayState.filename, for error messages.
    
    And slight cleanup in dowait (no change)

r7989: ohrkeys: fix a couple graphical glitches in the replay_overlay
    
    The replay wasn't correctly hidden when viewing the help page, and when hiding
    the overlay it could take a couple seconds to disappear (during which it
    didn't update)

r8008: gfx_sdl filter out redundant window resize messages on Windows
    
    These caused the overlay message box indicating the window size to appear
    when the program started and any time the window size was changed
    programmatically
