Don't delete working.tmp if saving the game failed!

-lumpfiles(), write_rpg_or_rpgdir(), save_current_game() now return success.
-Defining DEBUG_FILE_IO (moved to util.bi) now also logs debug messages
 about lumping and unlumping
-Renamed (and repurposed) cleanup_on_error -> cleanup_workingdir_on_error and
 workingdir_needs_cleanup -> cleanup_workingdir_on_exit, and made them
 globals in Custom
