Fix a number of functions not reporting error messages when a command failed.

These included:
-download_file (no visible error)
-wav_to_ogg (threw away the error message)
-get_hspeak_version (no visible or logged error)
-compilescripts (no logged error)
-also compilescripts didn't log error if hspeak wasn't found

spawn_and_wait doesn't write the error message to the debug log, it's expected
that the caller does. It would be more fool-proof to make it responsible
for logging the error.
