scons: Pass -Wl linker flags to fbc correctly when using linkgcc=0 (added FBLINKERFLAGS)

linkgcc=0 now works to link Game and Custom again!
Works on Mac 32/64bit FB 1.06, Linux 32/64bit FB 0.23/1.06. Didn't test on
Windows.

Only the last -Wl arg to fbc takes effect, so Framework args weren't getting
passed to the linker.

Also, don't pass the optional FRAMEWORKS_PATH if it doesn't exist (avoid an error)
