Yes, commandline flags for exporting make a lot of sense.

What are the differences in the .deb files created in those two ways?

I didn't do a thorough comparison, but noticed that distributemenu.bas
puts section="Games/Adventure" in the created .desktop file, while the
python scripts use section="Games/RolePlaying", and also adds the
icon= line.
