Fix bug 1002: "Illegal wait substate 0" when calling usenpc triggered an NPC script

Partially revert r6055, which removed wantusenpc, instead putting
the script in a wait state. But I failed to consider the case when a
script is triggered, in which case both scripts should be delayed.

Added a testcase for the implicit wait caused by usenpc
