Fix "BUG: resetpt broken" message when adding a new map layer without a layer selected

Charbile also claimed to have gotten that error when deleting a layer, but I
think he probably pressed + accidentally.

Also fix a purely cosmetical bug where deleting all map data and then going
to the map layers menu showed the walkabout layer below map layer 0.
