Add unicode.c, os_windows2.c and (some) non-ASCII filename support on Linux
unicode.c is based on code by Bjoern Hoehrmann from http://bjoern.hoehrmann.de/utf-8/decoder/dfa/ . only wstring_to_latin1 is currently used.
Displaying unicode (Latin-1) filenames in the browser in Linux will work, but opening/importing such a file won't, unless the native encoding is actually Latin-1 itself.
Nothing had to be done for Windows. OSX not tested.
