State of the bugfix:

The bugfix has always been enabled in WIP builds.
Voxhumana had the bugfix disabled
Werewaffle and Xocolatl had it enabled

Things have been a bit screwed up. We should probably forget about redisabling
it now.

Adding a bitset to return to the old behaviour of bug 430, and toggle it
automatically for suitably old games might be prudent.

I'd still like to look at changing teleport to map to not causing a wait, or
(unrelated to this bug) adding an option to make it not force a wait.
