What if we pick a key or key-combo that isn't really used anywhere in custom,
and designate it to be the "Help" key. Pressing it could bring up a window
(vertically scrolling if necessary) that would list all the keys for the
current context. It would not be hard to implement, it would just be a lot of
grunt-work to write all the docs and hook up the key to every menu.

And although the editor-editor could definitely streamline this in some ways,
we don't need to wait for it.

And although this is TOTALLY unrelated to bug 697, I'm going to have to
laboriously dig through every single menu in custom anyway to fix that, so it
wouldn't be too hard to add the help key hook at the same time.

Thinking about which key to  use, I actually really like F1, since that has
been kindof a standard "Help" key in various applications for years-- But it
would mean identifying any changing any places that currently already use F1 as
a shortcut for something (Tile-Map mode in the map editor is the only thing I
can think of off the top of my head)
