I think they are, but not the utility library.

We don't have to - this was the initial reason for having a fallback.
It least it's only an extra 200kb, after compression.

It would probably be possible to reduce the size of game.exe and
custom.exe by not using any fbgfx functions anywhere -
display_help_string being the offender. But it would be quite nice to
include gfx_fb as well.
