Added a new tool, xml2reload. This does exactly what it suggests, namely the conversion of an XML document into an equivalent RELOAD document. It does use libxml2, but I compiled a static version that includes only the bare minimum, and included it here.

This is to facilitate a future feature where game authors can create their own data sets to import, for use from plotscripting.
