[Ohrrpgce] strings

Ok, I made a few minor changes, mostly fixing minor problems with the
error checking, like a missing "<= 40" and more indenting. I also
added a missing LTRIM$ to appendnumber.

Now we need a whole lot of constants for getglobalstring.

Now I'll go write the modification to HSpeak
