[Ohrrpgce] general() now a global in custom

I have just converted general() to be a global in custom, in order to 
simplify all the calls that have to pass it. I only mention it because 
it touches a lot of code-- I aplogize if the changes stomp on anybody's 
patches-in-progress

I also discovered that I was DIM'ing general(500) when there are only 
360 meaningful elements in the GEN lump, so I fixed that, saving 280k

Also, the scattertable junk only needs to be loaded during the "upgrade" 
sub, so if I can clean that up, general can be DIMed to 170 elements.
