[Ohrrpgce] XML Documentation

Ok, I've done it. Everything works perfectly in HssEd, and I've fixed
all sorts of problems and what not. Only problem is that the new
plotdictionary.html is about a jillion times bigger. Oh well, there's
always a price to pay for ease of use...
