the wget command *almost* does it

wget --mirror --html-extension --page-requisites --convert-links http://whatever

The only problem is that it does not convert links that point to
/wiki/ohrrpgce/blahblahblah to simply point to blahblahblah (that is to say, its
"--convert-links" doesn't work well enough)
